Former Enron CEO Kenneth Lay has been indicted and faces several criminal charges. He is also facing civil charges resulting from a Securities and Exchange Commission investigation. It's been two years since Congress passed the Sarbanes-Oxley law. The law tightened restrictions on corporate governance. Does the indictment of Mr. Lay prove the system is working? Have tighter rules for corporate board members brought more accountability to the companies? Can investors, customers and regulators feel better about large corporations?
