Norm Stamper, Seattle policing and change

Former police chief Norm Stamper led SPD during the World Trade Organization protests twenty years ago. And one thing he learned, he said, is that tear gas will always provoke a strong response – which frequently backfires. Once the first canister of tear gas was thrown, the protests ceased to be about child labor and worker rights and became about police tactics. These are tactics he says we need to take a hard look at, and think about change.
