When should a teenager be charged as an adult?

A 16-year-old was arraigned this morning at the King County Courthouse for the murder of a Kent police officer. Emiliano Garcia is accused of leading police on a high speed chase that led to a police SUV hitting and killing an officer. Garcia is facing charges of second degree felony murder -- even though his car wasn't the one that hit Officer Diego Moreno. Garcia has pleaded not guilty. We talk about when a teenager should be charged as an adult with Seattle Times crime reporter Sara Jean Green, King County prosecutor Dan Satterberg, and University of Washington Law Professor Kimberly Ambrose.

Plus, this morning, a U.S. Senate Committee passed a bill co-sponsored by Senator Maria Cantwell that authorizes permits to shoot up to 900 sea lions a year that are feeding on endangered salmon and steelhead runs. We look at the unusual battle between two protected animals with Guido Rahr, president and CEO of the Wild Salmon Center and Naomi Rose, marine mammal scientist at the Animal Welfare Institute in Washington, D.C.
